League of Legends Patch 14.5 is finally here, with the March update expected to smash Twisted Fate’s supremacy, reshuffle Rek’Sai and Seraphine’s gameplay loops, and deliver some cool new PROJECT skins.
The fifth update of the 2024 League season is still slowly taking shape in the Riot Games offices and across the PBE testing servers, but we’ve already got a pretty clear picture of what it’s going to look like—including the 20 champion buffs and nerfs, seven item changes, and three fresh cosmetics being added to the store.
In focus this time around are champions like Rek’Sai, Seraphine, and the scorching dragon Smolder, with season 14 power pick Twisted Fate, who continues to rise across three lanes, also very much in Riot’s crosshairs when it comes to balance changes.
Runaan’s Hurricane is also notably being changed into a general item that can be used by melee champions from this update on.
What’s in League Patch 14.5?
Twisted Fate supremacy leads to nerfs
The card-wielding mage has been out of control in season 14 so far, popping up—and dominating—in three roles: mid lane, top lane, and AD carry. Riot did rush several nerfs into Patch 14.4 to try and mitigate his power, with those changes mostly targeting his attack speed as well as his Stacked Deck and Pick a Card abilities, but they did little to stem the card sharp’s power.
So, the League devs are upping the ante, slashing the attack damage scaling on his Wild Cards and hitting his Stacked Deck through its attack speed and attack damage—both to curb the AD build Twisted Fate has leaned into recently.
Seraphine hit with major adjustments
Beware, Seraphine mains. Your favorite champion is getting each of her abilities changed. The main goal behind these changes is to close the gap between her win rates in marksman and support roles, according to League developer Phreak.

Bel’Veth
E damage reduction decreased from 42-70 to 35-55 percent.
Brand
Passive damage to monsters increased from 200 to 215 percent.
R base damage reduced from 100-300 to 100-250.
R cooldown increased from 105-75 to 110-90 seconds.
Evelynn
Q ability power ratio decreased from 30 to 25 percent.
Galio
Pulled from patch due to “unforeseen issues.”
Jarvan IV
Q cooldown decreased from 10-8 to 10-6 seconds.
Armor per level increased from 4.8 to 5.2.
Kai’sa
Range indicator updated to match R cast range in 14.4.
Kayn (Rhaast)
Passive red healing now scales by plus 0.5 percent base health.
R red healing pre-mitigation damage increased from 65 to 75 percent.
Kog’Maw
Passive movement speed increased from 0-40 to 10-50 percent.
Q cast time changed from 0.25 seconds to auto attack windup.
E slow increased from 30-50 to 40-60 percent.
R minimum attack damage ratio increased from 65 to 75 percent.
Maokai
Movement speed reduced from 335 to 330.
Q bonus monster damage increased from 80-160 to 120-160.
W cooldown increased from 13-9 to 14-10 seconds.
Nidalee
Movement speed reduced from 340 to 335.
Cougar Q bonus damage against hunter targets reduced from 40 to 30 percent.
Rek’Sai
Auto-attack animation improvements added.
Q-autos can no longer be canceled.
W will now knock up all large monsters in range.
W can now damage but not knock up targets who were recently knocked up by Unburrow.
E Fury damage at 100 stacks increased from 6-14 to 8-14 percent maximum health.
E Monster Cap increased from 60-400 to 75-400.
R damage increased from 100-400 + 100 percent bonus attack damage + 20-30 percent missing health to 150-450 + 100 percent bonus attack damage + 25-35 percent missing health.
Senna
Q damage bonus attack damage ratio decreased from 50 to 40 percent.
Seraphine
Movement speed increased from 325 to 330.
Mana growth decreased from 50 to 25.
Mana regeneration growth increased from 0.4 to 0.95.
Attack damage reduced from 55 to 50.
Passive damage decreased from 5-30 + five percent ability power to 4-25 + four percent ability power.
Passive minion damage decreased from 300 to 100 percent.
Q mana cost increased from 65-85 to 60-100.
Q missile speed increased from 1200 to 1300.
Q damage increased from 55-155 to 60-160.
W cooldown changed from 28-16 to 22-18 seconds.

Base armor increased from 26 to 30.
Smolder
Q3 burn changed from 6.5 percent maximum health true damage to (two percent bonus attack damage + one percent dragon practice stacks + 1.5 percent ability power) percent maximum health true damage.
E number of attacks decreased from five to 10 based on critical strike chance to five + one per dragon practice stacks.
R base damage decreased from 225-475 to 200-400.
R Sweetspot multiplier increased from 130 to 150 percent.
R heal increased from 110-210 + 75 percent ability power to 100-170 + 50 percent bonus attack damage + 75 percent ability power.
Twisted Fate
E attack speed reduced from 10-60 to 10-50 percent, base attack damage scaling reduced from 75 to 20 percent.
E bonus attack damage ratio reduced from 50 to 20 percent.
Vayne
Passive movement speed reduced from 45 to 30.
Q cooldown increased from 4-2 to 6-2 seconds.
Veigar
Q ability power ratio increased from 40-65 to 50-70 percent.
R cooldown reduced from 120-60 to 100-60 seconds.
Vex
Passive base damage increased from 30-140 to 40-150.
Passive ability power ratio increased from 20 to 25 percent.
Killing units with E now grants a passive refund.
Wukong
Passive number of stacks reduced from 10 to five.
Passive bonuses per stack increased from 50 to 100 percent.
Passive stacks now fall of each second after five seconds instead of all at the same time.
Yorick
E bonus damage from ghouls reduced from 30 to 20 percent.
R Maiden resists increased from 10-50 linear (10-18) to 30-90 linear (6-18).
R Maiden no longer reduced area-of-effect damage by 50 percent.
Zac
Blob heal decreased from 5-8 maximum health percent to 4-7 maximum health percent.
W base damage increased from 35-95 to 40-80.

Celestial Opposition
Cooldown reduced from 20 to 18 seconds.
Slow increased from 50 percent for 1.5 seconds to 60 percent for two seconds.
Dream Maker
Blocked damage changed from 140 constant to 75-255 linear, bonus damage changed from 90 constant to 50-170 linear.
Frozen Heart
Cost increased from 2,400 to 2,500.
Armor reduced from 70 to 65.
Heartsteel
Damage reduced from 100 to 80.
Health ratio from items adjusted from 100 plus 10 percent bonus health from items to 80 plus 12 percent bonus health from items.
Hextech Rocketbelt
Price increased from 2,500 to 2,600 gold.
Ability power increased from 60 to 70.
Lich Bane
Spellblade ability power ratio decreased from 50 to 45 percent.
Navori Quickblades
Attack damage increased from 60 to 65.
New recipe: BF Sword + Caulfield’s Warhammer + Cloak of Agility + 300 gold.
Rod of Ages
Can no longer buy second Rod of Ages after Ornn upgrades first one.
Runaan’s Hurricane
Pulled from patch due to “unforeseen issues.”
Stormsurge
Movement speed increased from five to eight percent.
Solstice Sleigh
Cooldown increased from 20 to 30 seconds.
Bonus movement speed reduced from 30 to 25 percent.
Bonus health changed from seven percent total health to 50-230 linear from levels 6-18 (breaks even at 714-3,286 health, nerfed above).
Tooltip tracker now refers to “total proc times” as “sleigh rides.”
Spear of Shojin
Spells only grant one stack per cast, up to one per second for damage-over-time spells.
Attack-based speels add stack, have damage improved by spell amplification.
Champion passive damage no longer grant stacks for Focused Will.
Sunfire Aegis
Base damage increased from 12 to 15.
Health increased from 450 to 500.
